To test if the problem fully resolved, open the Notes app on your Mac and create a new note. This should do the trick and fix the syncing issue between your iPhone and Mac or iPad and Mac.
If it is turned on, toggle it off and wait for a moment then toggle it back on. You will see a list of apps that are synced via iCloud. Now scroll down until you see iCloud and tap it.
